Summary:
This position reports to the Laboratory Director/President & CEO of Triton Scientific LLC (TSCI), the manager and operator of the UML and the Executive Director of the UML Board of Directors. The Laboratory Director as part of the UML executive group has responsibility to establish and lead all functions for the UML. The UML transitions new enhanced operational capabilities from innovators to operators from the defense, intelligence, security and energy sectors. The principal capabilities for the UML include: Chemical, Biological, Radiological/Nuclear or Explosive (CBRNE); Command, Control, Communications, Computer, Intelligence, Surveillance and Reconnaissance (C4ISR); Unmanned Systems; and Training and Exercises. The candidate should have extensive contacts within US government agencies that are users of these competencies, and be able to lead UML business development efforts in these same areas.
Scope of Responsibilities:
The Deputy Director is responsible for the overall operation and strategic direction of the Laboratory, which conducts major national multidisciplinary programs of research, development, test, evaluation, integration, commercialization and deployment. The Deputy Director leads the development and integration of the Laboratory's scientific vision, goals, and objectives. The position provides leadership to laboratory management and serves a high level management liaison with TSCI, OSU, and other public and private agencies. The Deputy Director exercises broad delegated powers in the overall leadership and administration of the Laboratory's programs and operations, including the definition of their technical aspects, the negotiation of their size and content, and the execution of these programs with the highest quality. The Deputy Director ensures a growing strong workforce that is targeted to reach 200 staff members and multiple corporate, government and academic partners. In addition, the Deputy Director must maintain a robust infrastructure to include comprehensive laboratories and outdoor testing, training and demonstration ranges that operate within an integrated safety and security management program.
Minimum Qualifications:
Candidates should have demonstrated success in leading and managing large scientific and tactical programs or complex organizations and should have a distinguished record of scientific and technical accomplishments. Strong leadership skills are required, including the ability to gain the confidence of key leaders, scientists, and internal services staff, and the ability to develop strategic relationships and partnerships with key constituents. The ideal candidate should have demonstrated management responsibility in a mission-oriented technical institution. Significant management experience is needed to ensure that support functions achieve compliance with all applicable Federal, State, TSCI and UML policies.
Working knowledge of relevant government programs in DoD, DHS, IC, DOE, etc. In depth knowledge of general accounting regulations/procedures, government contracting/negotiations, financial and project controls, procurement processes, human resource policies and procedures, and facility management.
Active or ability to receive a security clearance, TOP SECRET or above.
Desired Qualifications:
Ph.D. plus 15 years experience, or MS plus 20 years experience in large laboratory operations. The position in this classification requires a high degree of independent judgment and initiative substantiated by a strong record of performance and current references. The individual must learn and reflect the Consortium's culture and handle assignments that involve highly sensitive or confidential matters.
